How it works

    Upload

    Signed-in submitter uploads the plan set. Status starts at Submitted. (Who may upload is set by city rules — owner, architect, firm, or GC.)

    Draft review + notify

    ClearToPermit checks completeness and drafts citation-backed findings, then notifies the appropriate staff member (or applicant). No automatic approve, deny, return, or issue.

    Humans act

    Staff approve, deny, return incomplete (with reason, e.g. missing A/B/C), add or edit findings, send to review, or record permit issued. Applicants resubmit when asked. Only humans change the official outcome.

    Status updates

    After a human acts, the other side is notified (email + in-app; deep links later). Audit trail keeps system drafts separate from human decisions.

What it does
